The package perl-Convert-ASN1 seems to have disappeared from epel8 recently. It has a current build (https://koji.fedoraproject.org/koji/buildinfo?buildID=1370669) and it hasn't been retired. The last thing I see in bodhi is https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2019-e2985d6798.
The package is not currently available in epel8, though, and this renders my package nagios-plugins-all uninstallable because it depends on it. A user has opened a bug against my package: https://bugzilla.redhat.com/show_bug.cgi?id=1837397
ASAP? This will impact new attempts to install the package but existing installs will work fine.

Looks like it got retired from epel8: https://src.fedoraproject.org/rpms/perl-Convert-ASN1/tree/epel8
koji buildinfo perl-Convert-ASN1-0.27-16.el8 also shows that the build is no longer tagged anywhere.
