Default bugzilla assignee for libqb should be ccaulfie@redhat.com
I can't find any way to change or set this.
That email account seem to be associated with the FAS account of @chrissie who should be able to go on dist-git and make themselves the default assignee of this package if they want to.
You should be able to go to:
https://src.fedoraproject.org/rpms/libqb/settings#giveproject-tab and give them main admin.
or
as @pingou notes you should be able to go to https://src.fedoraproject.org/rpms/libqb and edit the 'bugzilla asignee' on the lower left side.
