There's a pseudo user perl-sig in FAS that, at one point, watched all perl packages. Since that user's mail is the Perl SIG's mailing-list address, we were notified of all bugs and all commits, which was very useful. perl-sig now has rights on 33 packages.
Can we please give the user rights over all packages starting with the 'perl-' prefix? That won't be enough but it's a start.

Also, there is a 'perl-sig' user and a 'perl-maint-sig' group. I assume you just need the user to be watching all those projects? Or did you need the group to have admin/commit rights?
