When querying the Fedora key server I often run into a 504 error after a long timeout. This maybe needs some tweaking. After a successful query the service replies queries faster. So this might be a caching issue.
Due to security issues, this service was turned into just being a proxy to other keyservers versus serving data locally. We are looking to turn off this service completely and suggest you moving to another keyserver.
