According to http://smoogespace.blogspot.com/2018/03/using-red-hat-developer-toolset-dts-in.html it should be possible to build packages in EPEL7 with DTS7. I tried this with a scratch build. However, koji was not able to pull in the needed DTS7 and reported:
Status code: 404 for https://kojipkgs.fedoraproject.org/repo/rhel/rhel7/x86_64/rhel-server-rhscl-7-rpms/Packages/d/devtoolset-7-binutils-2.28-11.el7.x86_64.rpm (IP: 10.5.126.9)

Is there a problem in koji that is preventing it from getting the dts RPMs?
There are problems at the moment with koji getting the proper dts algorithms. We are working on it but no ETA on solution
