I cannot issue a new build. fedpkg says that "Could not execute build: Package logwatch-7.5.2-1.fc31 has already been built". However, the web UI says that the build failed. When I attempt to create a Fedora update using logwatch-7.5.2-1.fc31 it complains about having no tags.
Either tag it correctly or restart the build.
I also tried to use the --skip-nvr-check option, but that didn't help.

Having to bump release and lunch new build is a workaround.... but make build much more time consuming.... and git history is awfull...

It says a build has already be done, but it is this one. Nevertheless I was able to create the update from it.
It may be issue #8477.
I could resume my builds by manual tagging them with: koji tag-build f31-updates-candidate <package-name>

This is the same issue as https://pagure.io/fedora-infrastructure/issue/8477
If you can't tag them, just bump release and do a new build.
It's still too early to tell, but the issue looks to be solved/fixed now.
