We've changed our strategy for Flatpaks to store Flatpak metadata in traditional Docker labels rather than using OCI labels - allow though we got OCI support in registry.fedoraproject.org it's not widely available elsewhere.
We want to entirely drop support in the Flatpak client for annotations, to avoid a lot of code and user complexity - to make this work during the transition, we need Fedora Flatpaks to have both labels and annotations. The steps needed here are:

If you are updating the buildroot, can you pick up latest libappstream-glib as well, please (libappstream-glib-0.7.16-2.fc30 or libappstream-glib-0.7.16-2.fc31)? It contains a fix for building stellarium flatpak.
I have an update for osbs-client https://bodhi.fedoraproject.org/updates/FEDORA-2019-7af50bf3dc and atomic-reactor https://bodhi.fedoraproject.org/updates/FEDORA-2019-8136ed33f3.
I have updated the buildroot with the latest osbs-client, atomic-reactor and libappstream-glib.
Stellarium is building fine --> https://koji.fedoraproject.org/koji/taskinfo?taskID=40151269
