fedora 31 is missing under https://admin.fedoraproject.org/mirrormanager/propgation
This depends on https://pdc.fedoraproject.org/rest_api/v1/releases/?active=True&name=Fedora
As soon as that knows that Fedora 31 exist it will show up in the propagation.
Which is in turn blocked on https://pagure.io/fedora-infrastructure/issue/7935 (pdc isn't importing anything).

This should be fixed now.
It turns out fedora 31 was named 'fedora' instead of 'Fedora'. I fixed that in pdc and it should show up soon.
