I'd like to start using and promote dynamic BuildRequires for Python, but this mock features needed to do this are not available in mock 1.4.16, currently available in Koji. Please update to mock 1.4.18+ for F31+.

I have:
Patch0001: 0001-Enable-dynamic-BuildRequires-by-default.patch
Patch0002: 0002-Fix-compatibility-with-pre-4.15-RPM-versions-with-Dy.patch
So, I guess the other patch is the one needed for what you are trying to do?
Anyhow, I can update to 1.4.18-1 after freeze. Or if you need it sooner we can put in a freeze break... since Beta is go I think the impact should be low to just update it now
The three patches I've posted are all needed applied on top of the ones linked by you. Except maybe 702bf038 which is just optimization (however it was never really tested without it).
There is no rush at all, assuming the freeze ends in 4 days.
