I have run into a problem with a slow mirror. For some time now, dnf on my systems has tended to pick mirror.layeronline.com to download from. Unfortunately, this mirror is often quite slow with speeds in the 40-50 kB/s range.
This is not consistent as occasionally downloads are in the MB/s range but it is more likely to be slow than fast.
Note that I do have fastest mirror enabled but that is not helping here.
Could you please take a look?

This problem was reported before and I can verify that the mirror can be pretty slow. I disabled the mirror for now (user_active) and I will contact the mirror admin to see if they are aware of the problems we are seeing.

I got an answer from the mirror admin that they have fixed it. I still get 100kB/s from Europe and 500kB/s from a test system in Canada.
Looking closer at the location of the mirror it seems to be cloudflare based and downloading the same file a second time results in fast downloads.
As mirrormanager cannot handle CDN based mirrors this mirror will probably have to stay disabled.
