Fas (fedora account system) was moved to openshift. However, it's not been emitting fedmsgs since then. Needs fixing.

At this point I wonder if we even want to consider this, do we?
I figure we're already using the active mode and none of us really want to dig into either fedmsg nor FAS anymore, so I propose we just close this ticket.
+1. It still does affect things like badges, but hopefully noggin will be along soon and be emitting messages...
