It was reported on devel list that a Ceph update is stuck in pending/testing:

It looks like Bodhi does not think the build is signed, and indeed it is tagged signing-pending. Could someone look into why it isn't getting signed?
This is a known issue with the current version of sigul/robosignatory. This will hopefully be resolved soon.

In the mean time I have retagged it again so this instance of this issue is fixed.
