#7726 Inconsistent errors with module-build / modules stuck at init

I keep getting error when building modules which do not make sense:

Yet it is building on F30 with the same modulemd file:

Why in one branch, it finds the correct commit, and in another, it does not


Now they are stuck in init.

@eclipseo a restart of the service should fix this. I requested it in:
https://pagure.io/fedora-infrastructure/issue/7727

I'll escalate in IRC as well.
