Describe what you need us to do: Please create a mailing list for the new Sway SIG. We want to use the list for SIG coordination and as primary contact for a SIG FAS account (I'll file a separate ticket for that).

Do note that lists that get cc'ed on bugs need to be private (because they can get cc'ed in private/security bugs).
So, what other groups do is to have a main sig list thats open to all, and a -sig list that gets bugs and is private to only users in the group.
Is that acceptable? how about 'sway' for the normal group and 'sway-sig' for the private one (this would match other groups).
