A new f30-test.fedorainfracloud.org machine should be installed for Fedora 30 testing.
At the same time f27-test.fedorainfracloud.org can be dropped.

This will require building FAS on Fedora 30.

Adding and removing hosts requires changing Nagios configuration. Nagios hosts are frozen. Therefore this ticket can't be resolved during infrastructure freeze.

This is done. There's still some selinux oddity with people logging in, but it's available for people to use while we track that down.
