I would like to add the factory2 pagure group as an admin of the freshmaker project, but when I try - factory2 never shows up in the list of possible groups to add.

It looks like the code retrieving the groups from the API hasn't been updated for the pagination of said endpoint. That's an upstream bug.
This is actually a duplicate of 7266 (although the title doesn't sound like it).

Fixed upstream in pagure#3803 which I hotfixed on pagure.io so you can keep going :)
