The packaging namespace on our wiki is locked to only be edited by the fedora packaging comittee.
So, in order to change things there you need to propose and they need to pass a change to those guidelines.
See: https://fedoraproject.org/wiki/Packaging_Committee for the ways to communicate with them and propose new guidelines. You might want to simply post to their list, write up a detailed proposal or file a ticket.
