    I can't easily test upgrades from Fedora 28 Server Edition (with modularity enabled) to Fedora 29 while it's in Rawhide. This mapping will need to be in place for ALL Editions for F29 onwards.

Not sure what you exactly need. Has F29 already been branched? Mirrormanager usually picks them up automatically so I am not sure if you asking for one of the things that will be created automatically or if you are asking for something extra.

The problem is that dnf system-upgrade fails trying to upgrade from F28 to Rawhide because it looks for fedora-modular-29 and updates-modular-29 and can't find them.

There are special rules in place for fedora-29 and updates-29 pre-branch, I assume to point at the Rawhide trees. I'm asking for those same behaviors to be performed for the modular repos so upgrades to Rawhide can work.

Understood, that is easy to set up. Should be live in 45 minutes (or 105 minutes).

Repository redirects are now set up in the database.

I think this was already discussed in some other ticket without a final solution, cannot find it any more.

The change to making fedora-release return 'rawhide' instead of a number ( see https://pagure.io/releng/issue/7445 ) should fix this I would think.

After we do that upgrades to fedora would use --releasever rawhide instead of the number.

We can of course keep setting up redirects for the numbers to rawhide for fedora's that don't yet exist.
