First, just to note, it's not the responsibility of fedora infrastructure to manage the content of the wiki. Thats up to contibutors and I guess in the end FESCo.

That said, I updated the wiki page to point to https://src.fedoraproject.org/users/orphan which is the closest thing we have to that information currently. However, thats all packages that are currently orphaned and/or retired. It's not just the retired list, to get that we would need more information from pagure. I've filed https://pagure.io/pagure/issue/3465 for that information.
