Decide what to do with the fedrepo-req-admin tool, and then... do it?
Basically, the fedrepo-req tool has gone away, merged with fedpkg. The package was retired while rawhide was F28. But that package also contained the fedrepo-req-admin tool (and the underlying python module for the whole thing), which is still needed in order to process SCM admin requests.
Currently F28 does not contain the fedrepo-req-admin tool at all, and the only way to get it is to grab the old source or get an old build out of koji. Fortunately this works. Once F29 moves to python 3.7... who knows?
Before F29 release, I guess. We can keep going for a while but it does need to be dealt with.
SCM admins wouldn't be able to process SCM requests, so new packages could not enter distribution.

I'll separate out fedrepo-req-admin to a separate git repo and package within the next couple weeks.
