#6983 Fix fedmsg_hook.py warning when pushing to a fork on src.fpo

When pushing to a fork on src.fedoraproject.org the post-receive-chained-forks hook prints a warning due to the absence of fedmsg_hook.py. This was fixed in the non-fork hook in 9875b043d. The attached patch fixes it for the forks hook as well. I can push this to ansible directly if there are no objections.

(As an aside, whenever I attach a file the default selection is always for files of type "image" rather than "all". I've yet to want to attach an image, so I always have to change the file type selection in the file upload dialog. This is with Firefox.)
