Fix ppc64le image spawning from copr tenant. Not even Vanilla ppc64le image can be spawned from there. Spawning playbook is getting stuck on:

When is this no longer needed or useful? (YYYY/MM/DD)
If we cannot complete your request, what is the impact? People cannot build for ppc64le on COPR.
The title of this ticket is misleading, as the VMs come up just fine, but aren't getting attached to the virtual overlay network, thus not available on the network. Please give it another try now, as I think I've worked around one of the bugs.
