The f28 branch in https://src.fedoraproject.org/rpms/ghc-ghc-syb-utils exists, but I do not have permissions to push to it.

I have a similar problem with several packages created yesterday morning:
I've waited until this afternoon but the permissions don't seem to have been updated.
ok, all of those had the project / master branch fine, but not the f28 branches.
I've fixed all those now, but it would be good to know what caused this.
@tibbs and @limb did you see any errors yesterday in processing new branches?
I'm going to close this now unless we find out it's an ongoing issue or we need to fix something.

I have near 80 package to build, so I might again face this issue in the remaining packages I have yet to process. Isn't there a method to ensure all packages have proper F28 permissions?

Fixed.
not easily. Regenerating permissions over all 20k packages takes a few days and by then it's already out of date I'm afraid. There is some work to make this faster, but it's not there yet.
