Messages are getting sent when people push to forks of dist-git repositories: https://apps.fedoraproject.org/datagrepper/id?id=2018-61b785b0-1d18-4f16-8993-871cf6127547&is_raw=true&size=extra-large

This, in turn, generates a whole bunch of notifications. Messages probably shouldn't be sent when people push to forks.

ok, this should now be fixed.

forks still do emit fedmsgs, but not the same ones real projects do.
