$ fedpkg request-branch f28
Could not execute request_branch: f28 is not a current release branch
$ rpm -q fedpkg
fedpkg-1.31-5.el7.noarch

This is known, from the discussion on the devel list using the old fedrepo_req CLI should work though.

I believe this is the upstream ticket: https://pagure.io/fedpkg/issue/187 linking to the corresponding pull-request.
