I have added a new section of scopes for pagure.io. Could these be added to the dev instance.

Maybe you could create the OIDC scope extension? You can find examples in https://infrastructure.fedoraproject.org/cgit/ansible.git/tree/roles/ipsilon/files/oidc_scopes .
Done this is now in ansible : https://infrastructure.fedoraproject.org/cgit/ansible.git/tree/roles/ipsilon/files/oidc_scopes/pagure.py
