Issue #6745: Create a group 'openshift-istio' for COPR - fedora-infrastructure

We would like to use a team/group name for our RPM repo on COPR, instead of using our personal accounts.

So, instead of
dnf copr enable jwendell/istio
people could use
dnf copr enable openshift-istio/istio
