But I have seen we never directly remove any known location in Fedora Infrastructure instead we add redirects for sometime. (I maybe wrong here)
Any reason for not adding redirect?

Unfortunately, breaking the redirect was needed for pkgs, at least temporarily.
There are a lot of bots that have been using pkgs.fp.o (and that do not adhere to robots.txt) to request a ton of very heavy pages which were causing outages.
Ideally, if we find that either those bots have stopped or we found a way to block them, we will re-enable the redirect.
