Looking at
https://koji.fedoraproject.org/repos/?C=M;O=D
it seems new repo is not running for almost 3 hours. Would you take a look at this?

Note that we are currently rebuilding packages for ruby2.5 as https://fedoraproject.org/wiki/Changes/Ruby_2.5 , and I noticed this new repo issue because "koji wait-repo f28-ruby --build=foo" does not finish currently.

Should be fixed now. Thanks for the heads up...
