I noticed that the pagure-sync-bugzilla script was failing to create new components in the Fedora Modules bz product, and disabled it here:

Should fedora-admin-xmlrpc@redhat.com be given rights to modify that product?

If so, once the account gets those rights, we should revert the commit above.
I asked bugzilla admins and they say:

Can you get the error you are seeing? Or I can try and find it...

I think I might know whats going on here....
partner-bugzilla doesn't even have the Fedora Modules component setup, so if you tested there, errors make sense.
Prod does have it though, so I am trying a run without the filtering to see if it finishes right.
That is in fact it. :)
I am going to ask them to make it in partner-bugzilla now, and will exclude it only in stg.
