#6542 release-monitoring.org does not work reliably

Since retirement of PkgDb, https://release-monitoring.org/ is not working reliably.

  1. It does not send notifications via FMN
  2. Looking at YARD [1], latest version was released at 26th on November, i.e. 5 days ago, and while release monitoring knows about the version, the BZ ticket [3] was not updated appropriately.
