The RHEV ppc64le repo we use is really old due to more changes in CDN paths etc. We should update this, since seemingly the Fedora 27 kernel is having a hard time booting on the version in our current repos.
For COPR, this is an urgent issue as ppc64le arch is basically unavailable for building at the moment. Neither f26 nor f27 ppc64le images can be spawned reliably (in f27, there is kernel panic, in f26 kernel doesn't even seem to start booting).
Do you have more details about the failure with the F-26 images? Are those the GA images?
The ppc64le openstack compute nodes didn't have the rhv repo enabled.
I have fixed this and update qemu to the latest...
