#6443 Make git-check-perms be fedmsg based

Currently we have a cron job running git-check-perms /srv/git/repositories --check=fedmsg-hook -f twice a day.

While this is the process that sets up/fixes the post-receive git hooks on dist-git (which for example ensures commits are sent on fedmsg). So this is rather important and we should move this into a fedmsg-based process.

Also, if we fix repos to be right at creation, we could just move this to once a day or week or something, since it shouldn't find much.

No, this gets deprecated in the repoSpanner world, because Pagure would set up its hooks upon creation of the repo.
