Yeah - this is known and we intend to fix it, but I can't find where it is tracked. Can you file an issue at https://pagure.io/fedora-infrastructure/issues about it?
@ralph @mprahl @pingou Is there a plan to fix this? I guess it needs a one off script to find these folks and set perms in pagure over dist-git.

I have a script that I ran against stg and seems to be working fine.
The only except I found is that if a group was added to a package in pagure, it got watchbugzilla and if that group did not have watchbugzilla: Obsolete in pkgdb, the watchbugzilla flag won't be removed. This may also be true for a packager, though from my tests, I only saw it with a group (checked only a couple of packages though).
If that's deemed reasonable I don't mind running the script in prod, it should take about 2h.
Note: We could still do it in two stages, run this script now, figuring out how to solve the "remove ACLs that were not there before" in a second step (which could also lead to issues if people got ACLs since the migration).
