dnf tries to get rmp file, but returned data is HTML doc with redirect. Two examples are below. I have no idea how to contact ftp.ps.pl admin. I hope this is suitable place.
http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/g/gettext-common-devel-0.19.8.1-9.fc26.noarch.rpm http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/g/gettext-common-devel-0.19.8.1-9.fc26.noarch.rpm?cjeknglfknglfkfc http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/w/which-2.21-2.fc26.x86_64.rpm http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/w/which-2.21-2.fc26.x86_64.rpm?fknglfcjmgdbaaim
Are you still seeing this issue?
I started looking at it and was able to reproduce it at first, but now I cannot... so perhaps they fixed it?
It is still a problem:
wget http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/g/gettext-common-devel-0.19.8.1-9.fc26.noarch.rpm cat gettext-common-devel-0.19.8.1-9.fc26.noarch.rpm <html><head> <meta http-equiv="refresh" content="0;url=http://ftp.ps.pl/pub/Linux/fedora-linux/releases/26/Everything/x86_64/os/Packages/g/gettext-common-devel-0.19.8.1-9.fc26.noarch.rpm?eknohlnglnohdbaa"> <meta http-equiv="pragma" content="no-cache"> <meta http-equiv="expires" content="-1"> </head><body></body></html>
I also tried it right now and I get a proper RPM. But I am using IPv6 and that works. Forcing IPv4 I get the same error as you. I have disabled the host for now (admin active) and I will contact the mirror admin.
Since this mirror should be out of rotation now, I'll close this. Once they fix things we can get them readded.
