Freenode recently enabled the +R flag by default for users, and many bridging services (such as Matrix) don't allow PMs from unregistered nicks.
We need to register the nicks used by FMN ("fedora-notif" and "fedora-notifstg"). I don't know if there's an "official" way to do this, but I noticed zodbot is registered so I assume so?

I registered the prod one, but the stg one confirm email hasn't come in yet.
