Reopen Issue

I would like to request a new Bugzilla Product for modules. I would also like to request a component in that Product called "Module Review" in order to support the Module Review Process. The process, which I am still writing is, essentially, a clone of the Container Review Process. Requesting this now so I can do things like make a template.
