#6187 Please add `python3-bootstrap` and `python2-bootstrap` modules and dist-gits

Hi!
Please create two new modules and dist-git repos with the following metadata:

name: python3-bootstrap, python2-bootstrap
namespace: modules
environment: production
owner: torsava, mhroncok, cstratak

summary for Python 3: Bootstrapping module for the Python programming language
description: This module is only used for bootstrapping Python, if you want to use Python install only the python3 module.

summary for Python 2: Bootstrapping module for the Python programming language
description: This module is only used for bootstrapping Python, if you want to use Python install only the python2 module.

@langdon, are we any closer to getting those module guidelines approved?

In addition, please add two more modules: python3-ecosystem, python3-ecosystem-bootstrap.

Our team has decided to split the Python 3 packages into two modules: python3 and python3-ecosystem. And the python3-ecosystem module will need to be bootstrapped as well (due to sphinx, jinja2, nose, babel, pygments, ...) so a python3-ecosystem-bootstrap module is needed. And if this approach proves successful, Python 2 ecosystem modules will be needed as well.
