#6048 reallocate resources from old s390 LPAR to the new LPAR

After merging f27/rawhide s390x build process into the primary koji instance we should need less capacity in the old s390 builder LPAR and this capacity (mainly memory) could be added to the new LPAR allowing more builders to be installed/run there.

Today I reduced the number of s390 secondary builders to a half (from 6 to 3) and will see how it's able to build all updates/updates-testing (F-24, F-25, F-26). When there is no problem we can work with SYSOPS on increasing the new LPAR.

If all is well, we should close this and open an internal ticket with sysops to make the changes.

I think it's OK from the builds capacity point of view. A real test will be the next KDE update, but it's an one-time action.

STORAGE = 32G CONFIGURED = 32G INC = 256M STANDBY = 16G RESERVED = 0
are the current memory sizes, we can go to one half, maybe even dropping the "standby" one. IMHO It should allow 4 more builders in the new LPAR.

Cool. Let me know when we have the new LPAR builders and I can add them in...

There's an internal ticket on this now... lets close this one in favor of that one.

Hopefully it will get some movement soon.
