It is not just aarch64, rawhide-debug was broken for all alternative architectures. Not sure why, but in the repository table to wrong directory was referenced:

pub/fedora-secondary/development/rawhide/aarch64/debug

instead of

pub/fedora-secondary/development/rawhide/aarch64/debug/tree

I changed the entries in the database and now the metalinks are working correctly again.
