I made the change 2015-09-20.
Yeah, I noticed this a while back but never tracked it down.
Basically there's a script that updates pkgdb and it's working as expected.
However, packages never seems to update. I am not sure how it's expected to, but whatever does that is not working. Would be a fun bit of digging to figure out where it's not updating.

lets track it there, because it's something broken in packages app itself.
