#5919 Please migrate "docker" namespace in distgit and pagure to "container"

Currently the namespace for Fedora Containers is listed as "docker" because at the time of it's creation that made the most sense. However, as time has gone on there's multiple container runtimes that Fedora Atomic WG would like to target and as such we would like to move away from the "docker" namespace in order to remove possible confusion. I would also like to request that the "docker" namespace redirect to the "container" namespace for backwards compatibility.

If there is anything here that I can either take on the work required for or assist in doing, please let me know.

This will require updating the namespace in pkgdb's database as well as renaming the folder on disk.

I can do that but I doubt we will want to do it while in freeze.

And we will likely need to coordinate with #5920
