Since it seems that it's very easy to single-handedly DoS this Pagure instance by simply using the UI, maybe it'd be better to improve the Internal Server Error page. Currently it says:

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator at root@localhost to inform them of the time this error occurred, and the actions you performed just before this error.
More information about this error may be available in the server error log.

but writing a mail to root@localhost probably won't help much. Please provide steps about what to do in that page in case some user gets hit by it.
