We now have a little better idea on how we want to split the Base Runtime prototype and would like you to do a few changes in the staging environment. This should be pretty close to what we will be doing in prod in March+.

1. Create a new module named bootstrap in the modules namespace in pkgdb and dist-git.
2. Create a PDC record for module-bootstrap-master-1 which would serve the same purpose as the old module-base-runtime-master-3.
3. Remove the module-base-runtime-master-3 PDC record. The koji repo is corrupted, cannot be repaired and having this around would be just confusing. We'll build our own (hopefully!) soon.

I will import, add & tag our bootstrap builds myself once https://pagure.io/fedora-infrastructure/issue/5810 is resolved.
