Recently we noticed the koji garbage collector started removing builds tagged into modules in the staging instance. The reason was, reportedly, that these builds weren't part of any tag or release in the production environment.
We would like to have a tag in prod into which we'd tag builds we care about so they don't get removed.
The name of the tag should be modularity, modularity-f26, or something like that. It would be great if everyone in the modularity-wg FAS group could add packages & tag builds into it.

Also please note in your issue that nothing should be built in this tag. It's just meant to prevent garbage collection of previously made builds. Because of this, you don't need access to add packages if it inherits from the f26 tag.
