#5760 Please provision OIDC secrets for MBS

The MBS is using OIDC and needs secrets provisioned from ipsilon and placed in the private repo.

Can those please be done for both staging and production? (yes, I know we haven't approved MBS for prod yet and I won't be deploying it without approval. I just figure it'll be easier to do the secrets work all at once, now).

Bonus points if this gets added to the ipsilon SOP too so I can help in the future. :)

OK, @puiterwijk showed me where I can do this myself. I made the commit to create the new credentials but I haven't had a chance to push them out yet (and I've run out of time for today).

Will follow upon this tomorrow.
