I'm not exactly sure what all is entailed by this since it was a previously undocumented process, but I believe what I want is:

• The ability to build the anitya SRPM into the epel7-infra tag (as documented in https://infrastructure.fedoraproject.org/infra/docs/infra-repo.rst)

• Permissions to run https://infrastructure.fedoraproject.org/cgit/ansible.git/tree/playbooks/manual/upgrade/anitya.yml which I just added (maybe I already have permission? I don't know, I am a little nervous about testing it since there is no staging instance for release-monitoring.org)

If those aren't things I actually want/need, just let me know. I'm flying blind without documentation.
