Reopen Issue

Due to changes to rpm-build and gettext, driven by the Base Runtime minimization effort, the default buildroot no longer contains python nor python3.

As this is a potentially disruptive change, please, temporarily add the two python packages to the build and srpm-build. I will submit a change proposal for Fedora 26 about removing python & python3 from the default buildroot. We can then remove the two from the build groups again -- probably after branching (even though just before the mass rebuild would be more useful).

Apparently this is already being discussed at https://pagure.io/fesco/issue/1660.

Looks like based on the fesco ticket we are just going to announce this and go on... so no need to add anything.
