#5652 New FAS and pkgdb group "lxqt-sig" and mailing lists for LXQt SIG

The LXQt SIG is going to launch more officially :) We are working on an LXQt Remix to be submitted as an official spin for 26.

There for I request:
- a FAS and pkgdb group "lxqt-sig" to coordiate packaging (commit ACL, copr etc.)
- a mailing list for the SIG itself (internal stuff): "lxqt-sig"
- a common mailing list for users: "lxqt"
