We do not allow this since koji history of the build relies on the git commit hash. So by allowing to re-write history, we loose the link to what was built (ie: what was in the git repo at the time of the build).

I leave this open for now in case @kevin or someone else knows something that I don't (very well possible :)), but this is my understanding.
